Ghost Army on South Congress street art

What is with the white ghost army men on South Congress?  Tiny white ghost army men have been appearing on the hip Austin Texas street.  Tourist and locals are surrounded.  Some Street Artist has targeted trendy South Congress.  We are trying to talk to Paul Beck about the ghost army.

Hispters may be disappearing in Austin and that may be a good thing so that the art will get more attention then someones skinny jeans and smarmy mustache.
