Nancy Guevara billboard race baiting

Is Nancy Guevara billboard race baiting?

Nancy Guevara’s Arriba Mi Gente piece selected to be in the Reagan Outdoor Advertising (reganoutdoor.com) , Austin Visual Arts Association and ABI Digital Solutions (abidigitalsolutions.com) Austin Art Boards competition – a juried visual-arts contest that awards winning local artists with billboard space to display their work.

The piece depicts people with clenched fists and flags raised divided by the Texas, Mexico boarder. The slogan, in Spanish, Arriba Mi Gente prominently over the artwork translates “Rise up, my people,”.


Why is this political message posted on an Austin's highway?  Who is the "Rise Up, My People" message directed at?  Shouldn't this billboard be in Mexico?
